What is the Condition Improvement Fund, and can it pay for a canopy?

Funding · By UK School Canopies · Updated · 5 min read

The short answer

The Condition Improvement Fund (CIF) is Department for Education capital funding that keeps school buildings safe and in good condition, bid for once a year by eligible academies, sixth form colleges and voluntary aided schools. The 2027 to 2028 round closes at 12 noon on 15 December 2026. A new canopy on its own is rarely a strong CIF bid, because the fund puts compliance, health and safety and weather tightness first.

What the Condition Improvement Fund is

The Condition Improvement Fund, usually shortened to CIF, is capital money from the Department for Education (DfE) in England. GOV.UK describes it as funding that keeps school and college buildings in good working order, plus a small number of expansion projects. Schools bid in an annual round, and DfE scores the bids against each other. Bids compete for a limited pot, and DfE publishes a loan repayment calculator alongside the guidance, so some projects are funded partly by loan.

Who can apply

CIF is for schools that do not get their own capital allocation. The 2027 to 2028 information for applicants says it is open to:

  • single academy trusts and academies in multi-academy trusts with fewer than five schools or fewer than 3,000 pupils
  • sixth form colleges
  • voluntary aided (VA) schools

Larger trusts and VA bodies, with five or more schools and at least 3,000 pupils, receive School Condition Allocation (SCA) instead and decide their own priorities. Community and other maintained schools are funded through their local authority, so they do not bid to CIF directly.

Key dates for the 2027 to 2028 round

Step Date
Round opened 21 October 2026
New applicants register on the portal By 12 noon, 30 November 2026
Application deadline 12 noon, 15 December 2026
Outcomes expected May 2027 (subject to change)

Applications go through the CIF portal, reached from the Manage your education estate service. GOV.UK advises starting your portal application at least 14 working days before the deadline, and says applications sent any other way are not accepted.

Project size limits

The guidance sets a minimum and a maximum for the CIF funding you ask for:

  • Primary and special schools: at least £20,000
  • Secondary, all-through schools and sixth form colleges: at least £50,000
  • Maximum for any project: £4 million

VA schools still pay at least 10% of the cost of a successful project, and devolved formula capital cannot be used for that 10%.

What CIF prioritises

DfE ranks projects in priority bands. In short:

Highest priority

Projects that deal with legal compliance, health and safety and serious condition problems, including risks of the school closing. Ventilation improvements for air quality or overheating are listed here, along with “other interventions to improve overheating issues, such as external shading devices”.

Then weather tightness

After compliance and safety, DfE gives priority to keeping buildings weather tight: roofs, windows and the building envelope.

Lowest priority and not funded

Items such as accessibility improvements and non-teaching building fabric are low on the list. The guidance says works with weak or no evidence of significant compliance, health and safety or condition need will not be funded in 2027 to 2028, giving resurfacing car parks and small teaching environment refurbishments as examples.

So can CIF pay for a school canopy?

Be realistic. A new canopy that adds covered play space, a covered walkway for convenience, or a dining canopy to ease a crowded hall is an improvement, not a condition repair. On the 2027 to 2028 rules it would sit near the bottom of the list, and most schools fund this kind of project from their own capital, a trust budget, fundraising or charitable grants.

There are narrower cases where shade or cover is part of a stronger bid:

  • Overheating. External shading is named in the highest band as one way to tackle overheating. That still needs evidence of a serious condition problem, such as classrooms getting dangerously hot, and an explanation of why shading is the right fix.
  • Replacing a failing structure. If an existing canopy or covered way is unsafe or failing, replacing it is a condition issue. A council contract notice from 2024 shows one primary school’s three failing canopies and rotting decking being replaced, for example, though that was council-funded rather than CIF.
  • Part of a larger project. A walkway can be a necessary part of an expansion or a block replacement, where it links new and existing buildings.

We cannot tell you whether a bid will succeed. If you think you have a condition case, read the full guidance and talk to your estates lead or a surveyor first.

What a good CIF bid needs

The guidance asks applicants to show the poor condition of the building clearly, with supporting evidence. In practice that means:

  • a recent condition survey or professional report that names the problem
  • photographs, incident records or temperature logs where they are relevant
  • an outline specification and a realistic cost, ideally from more than one quote
  • a clear explanation of the risk if nothing is done

Quotes help here even when the bid is a long shot. Our school canopy price guide shows typical installed prices per square metre so you can sanity check figures before you ask installers.

Other routes people confuse with CIF

The School Rebuilding Programme rebuilds or refurbishes school buildings in the worst condition. GOV.UK lists 524 projects and says nominations for the next round are closed, so it is not a route to apply for a canopy.

School Condition Allocation goes to larger trusts and local authorities, who decide how to spend it. If your school is in one of those, ask your trust or council how bids for capital works are made.

The short version

CIF is the main DfE capital fund for smaller trusts, sixth form colleges and VA schools, and the 2027 to 2028 deadline is 12 noon on 15 December 2026. It funds condition, safety and compliance first. A canopy is only likely to be part of a successful bid when it solves a real condition problem, such as dangerous overheating or a failing structure. For most school canopies, plan to fund the project another way.
